The powder drawer isn't exposed to water long enough, so the capsule placed there won't have time to dissolve, and the gel won't be able to reach the washing machine drum.

A pad left in the dispenser will eventually stick to the bottom or walls, and small amounts of the product will leak into the drum not only during the main wash, but also during the rinse cycle, when the drum should only contain fabric softener.
