Is the washing machine traceable?

The full list of such goods was approved by Russian Government Resolution No. 1110 dated July 1, 2021. All specified products must meet the stated requirements—this is the only way to trace any imported foreign goods from the list. Moreover, the origin of the goods, such as a washing machine, is irrelevant.

According to the law, certain washing machines—domestic or specialized—and those with a spin cycle are considered goods subject to registration. These models are assigned the EAEU TN VED code 8450.

Obtaining a product batch registration number (PBRI) is also important. This process may vary depending on the country of origin. If the washing machine is imported from a member state of the Eurasian Economic Union (EAEU), the registration number will be issued by the Federal Tax Service of Russia upon the taxpayer's application (Clause 25 of the Regulation of Government Resolution No. 1108 of July 1, 2021). In the case of import of traceable products from other countries (except the EAEU), the number is assigned independently by the parties to the commodity circulation (clause 2 of the Regulation of the same resolution).a man reading documents

When it comes to buyers of goods subject to controls, several important points should be noted. When selling these products, sellers are required to provide certain documents to confirm that, for example, a washing machine complies with recognized technical standards. These may include a certificate of conformity and an operating manual. This allows one to determine the country of origin of the product.

You can also find out where a washing machine was manufactured by looking at the product's origin information—the brand, logo, and manufacturer's label.

If you don't have the necessary documentation and the invoice doesn't indicate whether the item is tracked, you can use the Tax Service's official service to check. It provides all the information you need to determine whether your washing machine is trackable. The official website offers a search engine based on the required parameters (e.g., TN VED code, etc.).

Important! A transition period is in place until July 1, 2022, during which no liability for violations of traceability legislation will apply.

Traceable Goods Activity Report

The Ministry of Justice registered the Federal Tax Service's order dated July 8, 2021, number ED-7-15/645@, which introduces a new reporting form for transactions involving goods subject to traceability, as well as other documents related to the implementation of this system. The order sets out the rules for completing the approved forms and the format for their electronic submission.

Since this order came into effect, product traceability has become mandatory, not experimental. Participants in this system are required to include additional information in the required documentation when conducting transactions with trackable products. These documents must be submitted through electronic document management system operators.

Additional reports are being introduced as part of the new control system. All businesses that handle traceable products are required to submit reports to the tax office on their transactions with them on a quarterly basis. The initial report is due by October 25.Federal Tax Service of Russia

Furthermore, tax authorities must be notified of the receipt of goods subject to accounting from EAEU countries, as well as the export of such goods outside the EAEU. A report on the availability of these goods as of July 8 is also required.

The order approving the forms for these documents is currently pending registration with the Ministry of Justice, and tax authorities have recommended that taxpayers use temporary forms. The forms have now been officially approved.

These are the documents:

  • notification of the movement of products that are required by law to be traceable from the Russian Federation to another country, if it is a member of the EAEU;
  • notification of the import of the products under consideration into the Russian Federation and other regions under its control from the territory of another EAEU member state;
  • notification of existing balances of goods requiring traceability;
  • report on transactions with goods subject to traceability.

Important! All required notifications and reports must be submitted electronically via electronic document management (EDM) operators to the tax office at the place of registration.

It should be noted that the officially approved forms are virtually identical to the recommended ones. The new forms must be used starting September 11 (one month after the official publication of the order in question). It should be emphasized that the approved forms are virtually identical to the recommended versions.
